Over €6.5 in funding is on the way to our locality to boost health infastructure.
Confirmation of 15 significant projects for Carlow and Kilkenny under the HSE’s Capital Plan 2026 by the Minister for Health Jennifer Carroll McNeill.
Its part of a wider national investment package worth €1.343 billion.
Almost €6 million will be spent on new generators, ward refurbisment at St Lukes General Hospital and the CAMHS accommodation at St. Canice’s Hospital.
Cathaoirleach of Kilkenny County Council Mary HIlda Cavanagh has welcomed the announcement.
“Indeed, it’s great news. It was very much needed and anything that improves life for the patients and makes life a little easier for those working with the patients is greatly, greatly welcome.”
“St Luke’s Hospital is one of the best hospitals in the country. I’ve been a patient there on numerous occasions myself, and the staff there are absolutely fantastic. I was at a function there recently when the Minister said that she wasn’t just saying how great they were, but they were great, she said.”
Kilkenny Projects and 2026 Allocations
At St. Luke’s Hospital, Kilkenny, the Capital Plan includes:
- New Ward Block under the Acute Inpatient Bed Capacity Expansion Plan – €112,280.
- Second CT Scanner – €56,140.
- New Acute Mental Health Unit – €10,000.
- Phase 4 Electrical Infrastructure Upgrade Works – €30,000.
- Emergency Generator Replacement – €623,154.
- Ward Refurbishment with beds for delivery in 2026 – €3,649,100.
- Refurbishment and Extension of the Mortuary – €84,210.
Mental Health
- Refurbishment of CAMHS accommodation at St. Canice’s Hospital – €673,680.
Community & Primary Care
- Hub 13 – New Park, Kilkenny (Enhanced Community Care Hub equipping) – €14,035.
- Reconfiguration and extension of Freshford Health Centre – €561,400.
- New Primary Care Centre at Ballyhale – €112,280.
Carlow will also benfit over €56,000 towards a new Design Feasibility for the New Carlow Ambulance Base and Regional Training Facility at the Kelvin Grove House.
Almost half a million euro has also been earmarked for the new Carlow minor Injury Unit.
Mayor Paul Doogue says people have been waiting a long time: “It’s something that’s in the pipeline and let it leave a while now.”
“So it’s lovely to see it coming to fruition. I know that the injury clinic unit is very much waiting on it for a long, long time so that’s very, very welcome news.”

In Carlow, the Capital Plan includes:
Injury & Emergency
- Development of the Carlow Injury Unit – €499,646 for the next phase.
Ambulance Services
- New Carlow Ambulance Base and Regional Training Facility at the Kelvin Grove House site – €56,140 for Design Feasibility.
Substance Misuse Service
- ARDU Substance Misuse Service – Elm Court Extension – €28,070 for the next phase.
