Councillor says whoever takes over the Carlow/Kilkenny Dog Shelter will have to comply with charter

A Kilkenny Councillor says he would like the county council to take over the running of the local dog shelter.
Its after ACS announced they were pulling out of the tender process and no longer plan to operate the service.
The ISPCA will keep operations going until September 25th.
Andrew McGuinness who chairs the Animal Welfare committee says whoever takes over after that will still have to comply with their new animal welfare charter.
