Thats how Fianna Fail Deputy Bobby Aylward has described the review of the boundary between Waterford and South Kilkenny.
Deputy Aylward is critical of Planning Minister Paudie Coffey for his involvement calling it a conflict of interest.
And he says people in Kilkenny will fight this like they did before.
