Carlow has bucked the national trend with a rise in planning applications and building work last year.
The county recorded a 4 percent rise in activity with a 10 percent hike in applications.
But its a different story for Kilkenny with no rise or fall in applications and a drop in new builds in 2014
Nationally house building activity took a nosedive the middle of the year.
