Kilkenny Green party councillor Malcolm Noonan says his Fine Gael colleagues bottled it when it came to the property tax this week.
The council voted to leave it the same however Councillor Noonan proposed a 5 per cent raise to try and bring in money to keep other services from being hit due to a shortfall in the budget.
He says fine gael were talking up a raise in the tax as the were warning of the dire consequences of not raising it.
Councillor Noonan says he fears the soft targets will be hit now to find the money.
