Kilkenny County Council has confirmed a dead horse was removed from local grounds.
The My Lovely Horse charity detailed the discovery online by a woman who they say “She was devastated. She was angry. She was horrified. And honestly, we understand exactly why.”
They add; “The Control of Horses Act 1996 legislation empowers local authorities to seize, detain, and dispose of stray or abandoned horses found in public places within their designated control areas. In respect to private lands the responsibility lies with the land owner / horse owner (Section 18(5) – a local authority can in cases remove the dead horse where the animal poses a severe threat to public health or environmental safety.”
