A Carlow Kilkenny TD says the legislation for Irish Water was set up in a hurry and rushed through the Dail.
John McGuinness believes the setting up of the body did not have great deal of thought put into it and could have been done for less cost.
He says they money spent on consultancy would have been better spent on fixing all the leaks on our piping systems.
