The average award for personal injury claims has fallen by half since new guidelines came into effect.
The Cabinet will receive an update on the Action Plan for Insurance Reform, when it meets this morning.
Changes to personal injuries guidelines, which reduced the amount awarded for some injuries, came into effect at the end of April.
Initial data appears to show the average award has fallen by half, with 78 per cent of payouts €15 thousand euro or lower, compared to 30 per cent last year.
