Half of the initial offers to potential residents of a recently revamped row of Carlow town homes were refused by those seeking accommodation.
As the first of the Barrack Street residents move into eight council houses this week, elected representatives have been told that the local authority had had four refusals.
That comes as it was revealed 40% of offers were turned down in the county last year.
