Hillview Convalescence and Nursing Home in Carlow failed to comply with six different regulations following an unannounced inspection by the Health Information and Quality Authority.
They were, however, substantially compliant across four other areas.
HIQA visited the premises, located on the Tullow Road, on 16th May where the two inspectors noted that the majority of residents were positive about their lived experience at the centre and were full of praise for the staff. However, the inspection found that there was ineffective oversight of management systems as well as infection control within the centre.
A scabies outbreak, one of several to have occurred at Hillview in recent years, was ongoing at the time of the inspection, with several residents and staff requiring repeated courses of treatment, which suggested challenges in terms of achieving full eradication. Urgent action was required by the service provider to ensure that local oversight systems, supervision and assurance mechanisms were in place to ensure that the outbreak was effectively managed.
While Hillview was found to be compliant when it came to staffing and health care, levels of deficiency were identified across 10 other areas, including significant gaps in training which inspectors believe had contributed to continued scabies transmission, highlighting the need for additional staff supervision and training.
