Local library staff and IMPACT trade union members will be asked this week whether or not to ballot for strike action.
KCLR understands there is strong opposition amongst some staff members in Carlow and Kilkenny libraries to plans to combine the two services.
If they are merged, some workers in Carlow library would possibly have to travel to Kilkenny each day and there would also only be one head librarian covering both counties.
In a statement, Carlow County Council say they are still only in talks about the plans.
Speaking to KCLR News this morning, Assistant General Secretary of IMPACT, Shay Clinton, says a decision on what their members will do will be made soon.
