The Leinster Council has outlined a 5 point plan with a million euro of funds to raise the standard of hurling in the province by taking a direct role in counties such as Carlow, Offaly, Westmeath and Laois.
John Horan the provincial chair says despite the Liam MacCarthy and Sam Maguire cups in Leinster its only papering over the cracks.
To address the situation in hurling the provincial plan wants to give direct assistance to the four counties by engaging with county boards, getting the right people in to do the right jobs and make links with the colleges including IT Carlow.
Kilkenny trainer Michael Dempsey who works in IT Carlow is part of the project.
