68 complaints were made from Carlow and Kilkenny to the Ombudsman for Children’s Office in 2016.
The annual report shows that 34 complaints came from each county with 1 thousand 682 made in total.
The Ombudsman for Children, Dr Niall Muldoon said in his report that most of the complaints they receive are from Dublin but says anyone can make a complaint to the Office if they are not happy about a service being provided for a child.
Education was a factor in 46% of the complaints which the report says is expected considering the amount of time spent by young people in education settings.
The majority of these complaints related to specifically to schools.
Other complaints were about the management of bullying in schools and that social media is a particular challenge for parents, students and teachers.
23% of the complaints related to the Child and Family Agency (Tusla).
