There are growing calls for a stricter approach to referral programmes for perpetrators of domestic violence.
Under current legislation, courts have the option to refer an abuser to a rehabilitation course; however, there is no requirement for them to complete it.
According to data from MOVE Ireland, 138 referrals were made through the courts in 2023, but only 14 individuals completed the programme.

Amber Women’s Refuge, which serves Carlow and Kilkenny, reported a 50% increase in demand for their services in 2024 from individuals fleeing domestic violence. Unfortunately, a number of women were unable to access refuge due to capacity constraints.
