An Independent Carlow councillor has ruled out running in Mays by-election.
Just 2 of the 9 candidates declared so far are Carlow based but Walter Lacey says he wont be making it 3.

The former PD confirmed to KCLR news last week that he is considering joining up with Lucinda Creighton and Eddie Hobbs new political party when it launches shortly.
And he says he has also been approached by Deputy Shane Ross.
