There are Kilkenny families still living in hotels and B&Bs because of the housing crisis.
Councillor Joe Malone says the local authority has plans to build houses in locations around the city.
However, he says it could be up to two years before the houses are built to deal with the crisis locally.
Cllr Malone made the remarks as the Simon Communities stated this morning that the number of people in emergency accommodation is the highest they have known.
Meanwhile, in Carlow town, a homeless clinic operates every Wednesday to deal with the crisis.
Families are presenting there weekly because of a lack of rented accommodation in the student town.
