Title:  Coordinator for National Rural Development LEADER Programme

Reports to: Chief Executive Officer & Senior Management Team

Located: Company offices in Carlow.

Job Purpose;

Joining an established Rural Development Team, the role of Coordinator for the National Rural Development (LEADER) Programme is to engage with local communities, deliver an effective animation strategy and deliver results across a portfolio of community projects in full compliance with the LEADER programme guidelines.

Major Areas of Responsibility;

  1. Deliver an effective community engagement and animation strategy
  2. Strategic management of a community project portfolio
  3. Ensure up to date understanding of the National Rural Development LEADER Programme operating rules and all amendments.

Duties;

Reporting to the Chief Executive Officer and senior management team, the LEADER Coordinator will undertake the following duties;

  1. Work with the LEADER team to animate prioritised sections of the Carlow local development strategy, including taking responsibility for assigned ‘Call for Proposals’,
  2. Meet with prospective project promoters with a view to guiding the applicants through the LEADER programme process up to final grant drawdown stage,
  3. Carry out site visits in compliance with the LEADER programme rules, and subject to Covid 19 Public Health Guidelines and Covid-19 company policy,
  4. Create assessment report/evaluation report using the prescribed programme template,
  5. Attend evaluation committee meetings as a member of the LEADER team and present assigned projects for evaluation,
  6. Attend LAG meetings as a member of the LEADER team and present assigned projects for consideration.
  7. Meet with promoter to review all sections of the letter of offer requirements before drawdown,
  8. Monitor project implementation and report on same at internal LEADER team meetings,
  9. Liaise with Department Inspectorate if an assigned project is selected for inspection,
  10. Ensure familiarisation with Carlow local development strategy, LEADER programme operating rules and subsequent circulars,
  11. Adhere to the company’s data protection policy at all stages of the LEADER process,
  12. Develop project case studies for company website and general media,
  13. All other duties as required by the Chief Executive Officer.

 

PERSON SPECIFICATION

 

TECHNICAL COMPETENCIES

 

Qualifications/Education;    

  • A third level qualification in rural/community development, project management is
  • A qualification in a climate change related topic would be a distinct advantage,
  • Computer skills, including Microsoft Office,
  • Full clean drivers’ licence.

                                                           

Knowledge of;                                  

  • Community development work.
  • National Rural Development LEADER Programme.

 

Proven record of accomplishment in;

  • Working with community groups.
  • Managing a portfolio of projects,
  • Detailed administration work and file management,
  • Delivering results within a compliance framework,
  • Delivering results within short deadlines,
  • Showing initiative and problem-solving skills.

Summary of Key Terms and Conditions of Employment

 

Duration of Contract: Full Time contract up to 31 December 2027 will be offered subject to funding.

Location of Post: Carlow

Hours of Work : 9am – 5pm Monday to Friday, 37.5 hours.  It may be necessary to work outside normal office hours on occasions.

Salary: €45,000 per annum pro rata

Probation Period : 6 months

Annual Leave : 25 days p/a

Time in Lieu: Available upon receipt of prior approval from Senior Management Team.

Other: Other terms and conditions of employment will be detailed in the contract of employment.
