Kilkenny county council says it has been left with no option but to extend the boundary fence around the site where a new bridge is being built for the Central Access Scheme.
Work on the project has been halted again after protestors pitched a tent on a raft in the river on Sunday night.
It means that the pile-driving work cannot go ahead.
Acting Director of Services with the council Simon Walton says they will be revising the boundaries in the coming days.
