Not one fine has been implemented under bye-laws passed four years ago banning horses in public parks in Kilkenny.
This is despite numerous reports of the animals being brought in and out of parks freely in the city.
The bye-law was passed in November of 2011 by Kilkenny County Council outlining that a fine must be imposed on anyone caught in breach of this law.
The issue of horses in Kilkenny has once again been brought to the fore after a Prime Time documentary on sulky-racing two nights ago.
A NEW bye-law is to come into effect banning sulkies completely from roads in the city this August.
However, speaking to KCLR, Chairman of the Joint Policing Committee, Patrick McKee says these laws need to be enforced.
