A Carlow teacher says it’s up to the public to report missing lifebuoys or people damaging them.
Dermot O Brien says lifebuoys have been vandalised over the past week at Carlow Town Park where parents and children gather to feed the swans.
He says the council can’t be blamed every time one of them goes missing.
He added “there’s talk of putting defibrillators into old phone boxes but if lifebuoys are being vandalised, its hard to see how they wont be touched and they’re more expensive”
