More clarity is needed from the Minister in terms of what he is offering the role of a directly elected Mayor.
So says Green party Councillor and former Mayor of Kilkenny city Malcolm Noonan who thinks the discussion is welcome though.
Currently the executive functions of a council lie with those who are not elected members while the councillors themselves hold reserve functions.
Councillor Noonan says he would like to see that flipped.
He told KCLR news that he thinks Kilkenny would benefit from a directly elected Mayor but says more powers would have to be devolved to local government.
